To determine the amount of funds to pay workers in estimates and contract prices for construction, one of the following methods can be used.

1. When applying the resource method, when, in the process of drawing up local estimates (estimates), the amount of funds for wages at the current (forecast) price level needs to be determined on the basis of indicators of labor intensity of work, expressed in man-hours, the following formula is used:

Where Z– the estimated amount of funds for remuneration of workers at the current (forecast) price level for the object (part of it), taken into account as part of the direct costs of the local resource estimate (estimate), rub. or thousand rubles;

T– labor intensity of work (labor costs of construction workers and machine operators), which is determined according to GESN-2001, person-hours;

Z fact– actual (at the time of calculation), according to statistical reporting, or projected (contractual) for the future period, the average monthly wage of one worker (builder and machine operator) in a contracting organization, corresponding in composition to the “Methodological recommendations for planning and accounting for the cost of construction work” ( Appendix 7);

t– the average monthly number of hours actually worked by one worker in a specific organization, not exceeding the standard value established by the authorized federal executive body, h/month.

This formula can also be used when determining the cost of construction using base-index and other methods.

2. When using the estimated amount of workers’ compensation, taken into account in TER (FER) - 2001, the following formula can be used to determine the amount of funds for workers’ compensation:

Where Z With And Z m– the total amount of remuneration for the object (part of it) for construction workers and machine operators, respectively, at the level of estimated norms and prices, as of 01/01/2000, rubles. or thousand rubles;

AND from– index of the current (forecast) level of funds for wages in construction, which is defined as the ratio of the average monthly actual wage of one worker () to the monthly wage of a middle-class worker, taken into account in the 2001 estimate and regulatory framework.

3. When applying the method of determining, as part of direct costs, the amount of funds for wages by type and complex of work, structural elements and the facility as a whole based on tariff rates, the following formula can be applied:

TO i– coefficients taking into account additional payments and allowances to tariff rates and salaries for work with difficult and harmful, especially difficult and especially harmful working conditions (0.12 and 0.24, respectively), for reconstruction work, technical re-equipment, major repairs, liquidation of consequences accidents and natural disasters (from 0.10 to 0.25), for the traveling and mobile nature of work (0.15-0.20 and 0.30-0.40, respectively), allowances for professional skills, expansion of service areas, performance of special important tasks (0.16-0.24) and others;

TO n– a coefficient that takes into account bonus payments made according to the systems and forms of bonuses in force in the organization, determined according to the existing level and accepted in the contract by agreement of the parties;

PV– other payments made from funds for wages included in direct costs, rub./month.

Notes:

1. Coefficient TO p does not apply in cases where tariff rates and salaries in the organization are set taking into account the regional coefficient.

2. Coefficient taking into account bonus payments ( TO n) and the amount of other payments ( PV) can be determined depending on the share in workers' compensation based on reporting data.

PROCEDURE FOR DETERMINING THE AMOUNT OF FUNDS FOR PAYMENT OF WORKERS

To determine the amount of funds to pay workers in estimates and contract prices for construction, one of the following methods can be used:

1. When applying the resource method, when, in the process of drawing up local estimates (estimates), the amount of funds to pay workers at the current (forecast) price level is determined on the basis of indicators of labor intensity of work, expressed in man-hours, the following formula is used:

Iot - index of the current (forecast) level of funds for wages in construction, which is defined as the ratio of the average monthly actual salary of one worker 3 months/fact to the monthly tariff rate of a middle-class worker, taken into account in the estimate and regulatory framework in force on 01/01/91 .

Note. Funds to cover additional costs included in the wage fund and specified by the Iot index when calculating according to method 2, as well as as part of Zfact according to method 1, are not included in Chapter 9 “Other work and costs” of the consolidated estimate.

3. When applying the method of determining, as part of direct costs, the amount of funds for remuneration of workers by types and complexes of work, structural elements and the facility as a whole, on the basis of tariff rates established by industry tariff agreements for construction and the building materials industry, the following formula can be used:

Appendix 5
to the Resolution of the State Construction Committee of the Russian Federation
dated April 26, 1999 N 31

4.1. The main methods for determining the amount of funds for wages in contract prices and construction estimates are recommended by the Methodological Guidelines for determining the cost of construction products on the territory of the Russian Federation, put into effect by Decree of the Gosstroy of Russia dated April 26, 1999 No. 31.

4.2. The procedure for calculating the amount of funds for labor costs to be taken into account in estimates and contract prices for construction products (works, services) depends on the method for determining the estimated cost of construction and installation work, the availability of initial information in a specific construction and installation organization, as well as statistical data.

4.3. With any of the calculation methods used, the parties concluding a contract must be guided by general legislative and regulatory legal acts, and also use a unified regulatory and calculation base, which are given in sections 2 and 3 of these Recommendations.

4.4. Due to the duration of the construction process and the increase during this period in prices for consumer goods and services and the cost of living in general, the calculation results obtained using any method must be indexed in the manner prescribed by current legislation.

Until the release of relevant legislative acts on this issue, it is advisable to use the Industry Tariff Agreements for the construction and construction materials industry, as well as the letters issued quarterly by the State Construction Committee of Russia and the Central Committee of the Trade Union of Construction and Construction Materials Industry Workers of the Russian Federation on the indexed tariff rates of first-class workers when working in normal conditions. working conditions.

The issue of indexation of the amount of funds for wages should be reflected in the contract.

4.5. When applying the resource method, when, in the process of drawing up local estimates (estimates), the amount of funds for wages at the current (forecast) price level needs to be determined based on labor intensity indicators, it is recommended to use the following formula:

the estimated amount of funds for wages at the current (forecast) price level for the object (its part), taken into account as part of the direct costs of the local resource estimate (estimate), rub. or thousand rubles;

labor intensity of work (labor costs of workers, builders and installers), which is determined according to the standards applied in the contracting organization, for the object (its part), man-hours or thousand man-hours;

actual (at the time of calculation) or projected (contractual) average monthly wage for a future period for one worker (builder and machine operator) in a contracting organization, rub.;

the average monthly number of hours actually worked by one worker in a specific organization in the previous period (usually a year), not exceeding the standard value established by the Ministry of Labor of Russia.

This formula can also be used when determining the cost of construction using base-index and other methods.

4.6. Considering that the estimated standards provide for the work to be carried out under normal conditions, not complicated by external factors, when calculating labor costs (T), it is necessary to take into account the influence of special conditions on them by applying the appropriate correction (increasing) factors given in paragraphs 3.6, 3.7 and Appendix 3 of these Recommendations.

The specified coefficients should be applied to the labor costs of that circle of workers whose wages are included in the articles “Costs on wages of workers” and “Costs on the maintenance and operation of construction machinery and mechanisms.” In this case, these coefficients are applied only for work performed in the specified conditions in accordance with work projects or construction schedules.

4.7. The actual average monthly wage of one worker () established at the time of calculation should correspond in its composition to the Standard Methodological Recommendations for Planning and Accounting for the Cost of Construction Work (clauses 1 and 2 of Appendix 1).

If, in this case, the conditions of the upcoming construction of the facility differ significantly from the operating conditions of the organization in the previous period, which will entail corresponding changes in the composition of funds for labor compensation and the size of its individual elements, then the result obtained by formula (4.1) must be adjusted for these changes.

When solving these issues, the most reliable initial information is the data of the specific organization concluding the contract.

Along with them, to justify the actual costs of remunerating workers, it is recommended to use statistical reporting data from contracting organizations in form No. 5-z “Information on the costs of production and sales of products (works, services)”, approved by Resolution of the State Statistics Committee of Russia dated November 10, 1998 No. 110 .

4.8. When applying the index method for drawing up estimate documentation, when calculations are based on the estimated wages taken into account in the current regulatory framework, the following formula can be used to determine the amount of funds for wages as part of direct costs:

Note. Additional costs included in the wage fund and taken into account in the composition (), and therefore in the index I from, when calculating using formulas (4.1) and (4.2) in Chapter 9 of the consolidated estimate, are not re-included.

4.9. When determining, as part of direct costs, the amount of funds for wages for types and complexes of work, structural elements and objects as a whole, based on tariff rates established by Industry Tariff Agreements, the following formula can be used:

coefficients (in fractions of a unit), taking into account additional payments and allowances to tariff rates and salaries of employees for special working conditions, working hours, etc. (clauses 3.5 - 3.12 and 3.15 of the Recommendations).

4.10. In individual organizations and enterprises, in accordance with current labor legislation, tariff rates for workers when working in normal working conditions may be established at higher rates than those provided for by industry or regional tariff agreements and explanations thereto.

The use of such tariff rates when determining the amount of funds for labor compensation in the contract price and estimate for the construction of a specific facility may be allowed by agreement of the parties to the contract.

If in an organization tariff rates are set taking into account the regional coefficient or the cost of living in a given area, then the coefficient K p is excluded from formula (4.3).

4.11. The tariff coefficient K t is determined by the average category of work specified in the consolidated standards, or on the basis of the qualification composition of the unit (team) of workers performing this type of work, by inter-category interpolation according to the formula

For example, when a team consists of 5th category workers - 1 person, 4th category - 2 people, 3rd category - 1 person. and 2nd category - 1 person. the average rank of the link will be:

The tariff coefficient corresponding to this category will be (see Table 3.1):

K t = 1.19 + (1.34 - 1.19) (3.6 - 3) = 1.28.

Taking into account the non-linear nature of the growth of tariff coefficients by category, the above calculation gives an approximate result. More accurate is its value weighted by the number of workers:

4.12. Other payments per month (MP) as part of formula (4.3) in accordance with clause 3.13 and Appendix 1 include payments for time not worked in production: payment for regular and additional vacations (compensation for unused vacation), payment for travel to the place of use vacation and back, including payment for luggage transportation for employees of organizations located in the Far North and equivalent areas, payment for preferential hours for teenagers, breaks in mothers’ work to feed the child, as well as payment for time associated with undergoing medical examinations, performing government duties, and also wages at the main place of work for workers and line personnel when they are included in sections (teams) during their off-the-job training in the system of advanced training and retraining of personnel. These payments may also include a one-time payment for length of service per month.

4.13. The coefficient of bonus payments K p is determined on the basis of data from the bodies of the Rosstat Agency of Russia or the organizations themselves on the share of bonuses that have developed in the previous year, which are of a regular, systematic nature and paid from funds for wages, in the total earnings of construction workers and machine operators, excluding from it the indicated higher than other payments (PV). Such bonuses include bonuses for piecework-bonus, lump-sum bonus, time-based bonus and similar remuneration systems.

If, for example, in a construction organization the share of these bonuses in the average monthly earnings of workers is 10%, then the bonus payment ratio will be equal to:

When calculating bonuses for piecework earnings or tariff rates and salaries, their size in formula (4.3) can be taken into account as part of the coefficients K i instead of the coefficient of bonus payments to total earnings K p.

4.14. Coefficients that take into account bonuses and additional payments for working conditions, working hours, etc. (To i) can be applied in their entirety only in cases where there is an objective combination of these conditions. For example, an electric welder of the 5th category, who has a premium for professional skill in the amount of 20% of the tariff rate, performs manual welding in closed vessels at a facility constructed on a rotational basis, has the right to an increased coefficient to his tariff rate in the amount of:

When using this calculation method, an artificial combination of working conditions that does not have a real production basis is not allowed. In addition, decisions made on the organization of construction and work (PIC and PPR) should not allow factors and conditions that are similar in nature to simultaneously influence labor and its payment. Thus, with a rotational method of work, a traveling method of work cannot be used at the same time, because the rotational camp must be located near the facility under construction.

4.15. Taking into account all the above payments, the numerator of the fraction in formula (4.3) represents the price of labor (man-month) when working under specific conditions, and when dividing it by t p - the price of one man-hour. Calculations using this formula can be made both for one employee and for their unit, team or other team engaged in the joint performance of a specific type or set of work. These calculations can be carried out both for each item of the estimate, and for its more enlarged sections with the appropriate use of state elemental estimate standards or enlarged and complex labor cost standards.

Example. During the construction of a residential building in Chelyabinsk (regional wage coefficient K p = 1.15), a team of 5 workers will have to perform improved plastering of walls and partitions indoors. In this case, plasterers of the 3-5th categories will perform heavy work during half of their working time (clause 13, section 1, appendix 2 and clause 3.5 of the Recommendations). Workers of the 5th and 4th categories are given bonuses for professional skills in the amount of 20 and 16% of the tariff rate, respectively, from its size when working under normal conditions. The length of service that gives the right to remuneration for length of service is 16 years for a 5th category worker, 13 years for 4th category workers, and 7 years for other workers. In a construction organization, at the time of calculations, the monthly tariff rate for a first-class worker working under normal working conditions is 430 rubles. Bonuses for all workers under the lump-sum bonus system of remuneration in the organization are set at 20% of the tariff rate.

Calculations based on the specified initial data are given in Table 4.1.

In accordance with the enlarged comprehensive standards for construction and installation work developed by VNIPItruda in construction, plastering 100 m 2 of walls and partitions indoors (improved plaster) requires 56 man-hours. Based on this, Table 4.2 determines the indicators of labor costs and the amount of funds to pay for it when performing a specific amount of work (3000 m2).

4.16. When calculating according to the above scheme, any production conditions that differ from normal ones can be taken into account. Thus, the allowances for tariff rates and salaries established for mobile and traveling nature of work, secondment of workers to perform installation, commissioning and construction work, shift work method (clause 3.12 of the Recommendations) are taken into account as part of the K i coefficients, and are included in the calculation by analogy with allowances for professional skills and bonus payments (columns 7 and 8 of table 4.1).

Other payments, in particular, payment for days spent en route from the location of the organization (collection point) and back, taking into account the established premium, payment of days off for time worked beyond the norm at tariff rates (salaries) without a premium can be included in other payments ( PV).

To the wages of workers performing work on a rotational basis, uniform coefficients are applied (regional, for high mountains, desert and waterlessness), established for workers in the places of work, regardless of the location of the organization on whose payroll they are.

If there is the required work experience in the regions of the Far North and equivalent areas, workers performing work on a rotational basis in these areas are given an appropriate northern wage supplement (clause 3.15 of the Recommendations).

The specified coefficients and northern allowances do not apply to payments for days on the road and days off for time worked beyond the norm.

4.17. The use of mobile methods of work with the compensation payments established for them must be justified by technical and economic calculations, the project for organizing the construction of the facility and applied to execution by mutual agreement of the parties, which is the basis for including all associated additional costs in the contract prices and construction estimates.

At the same time, along with the resolution of the Ministry of Labor of Russia dated June 29, 1994 No. 51 (clause 3.12 of the Recommendations), it is advisable to use:

Basic provisions on the shift method of organizing work, approved by the Decree of the State Committee for Labor of the USSR, the Secretariat of the All-Union Central Council of Trade Unions and the Ministry of Health of the USSR dated December 31, 1987 No. 794/33-82 with additions and amendments dated April 5, 1988 No. 185/10-7, dated May 26, 1988 No. 324/ 16-35, dated 09.28.89 No. 328/20-48;

Regulations on the procedure and amount of payment of bonuses related to the mobile and traveling nature of work in construction, approved by Resolution of the State Committee for Labor of the USSR and the Secretariat of the All-Union Central Council of Trade Unions dated 01.06.89 No. 169/89.

4.18. The above calculations of labor prices and prices for performing a certain type of work need only be carried out at the stage of preparation and agreement by the parties on the contract price and estimate for the construction of a specific facility. After a joint decision is made on this issue, the results obtained can be indexed in the same manner as is used when indexing the minimum monthly wage rate for a first-class worker when working under normal conditions. If, for example, for the next quarter of 1999 the growth index of this rate was 1.128 (485: 430), then this index can be applied to the price of labor, that is, the price of labor for this quarter will be 6.43  1.128 = 7.25, in including the basic salary - 3.66  1.128 = 4.13. Prices will also increase by the same amount (columns 5 and 6 of Table 4.2), which must be applied to the volume of work performed in a given quarter.

4.19. The prices obtained from the above calculation can be used to determine the indexes I from used in calculations using formula (4.2) (see paragraph 4.8 of the Recommendations).

For the type of work under consideration, these indices will be:

Chapter 9 “Other Work and Costs” of the SSR includes funds for those works and costs that are not reflected in the recommended system of estimate standards. For specific construction conditions, in agreement with the customer and with appropriate justification, other types of other costs may be taken into account in this chapter.

The work and costs that are not reflected in the recommended system of estimate standards include the increase in cost of work in winter; additional costs for transporting materials and structures in excess of those taken into account in the unified transport scheme for the region; the difference between the actual cost of electricity and that taken into account in the TSC EM collection, etc. Costs that take into account specific construction conditions include costs for the mobile and traveling nature of work, costs associated with carrying out work on a rotational basis, costs associated with the relocation of construction and installation organizations from one construction site to another, costs for transporting large-sized and heavy cargo, etc. P. In total, there are over 35 types of such types of other work and costs taken into account in Chapter 9.

For example, as previously noted, the recommended estimate standards were developed for summer work conditions (more precisely, at positive air temperatures). Estimated standards for additional costs when carrying out construction and installation work in winter (NDZ) are determined as a percentage of the estimated cost of construction and installation work (CEM) and are given in two sections:

section I - “Estimate standards for types of construction”;

section II - “Estimated norms of additional costs for structures and types of work.”

The standards of Section I are used when drawing up estimate documentation and determining the estimated limit for additional costs associated with the performance of work in winter, and can also be used for settlements for work performed between the customer and the contractor.

The standards of Section II are applied when making payments for completed construction and installation work between general contractors and subcontractors, regardless of departmental affiliation.

When using NDZ, it is necessary to take into account that these standards are annual averages. LDZs are established by temperature zones depending on the temperature conditions of the winter period (eight zones in total) and by average values ​​of the specific gravity of the duration of winter time in a year. The Republic of Bashkortostan belongs to temperature zone IV (the average share of the winter period is 0.45). For example, for residential brick buildings in the Republic of Belarus, the standard for additional costs is 1.7% of the estimated cost of construction and installation works for chapters 1-8 of the SSR.



The NDZ does not take into account the costs of clearing snow from access roads and initial clearing of the building area. The limit for snow removal in temperature zone IV can be taken equal to up to 0.6% of the estimated cost of construction and installation work for chapters 1-8 of the SSR.

Calculation of additional costs associated with winter price increases can be carried out using the formula

In collections of average estimated prices for materials, products and structures (TSC MK 81-01-2001), the amount of transport costs is taken according to a unified transport scheme approved for a given region. For each specific construction site, the transport scheme for the delivery of materials included in the TEP may differ from the uniform one adopted during the development of TSC MK. If the actual costs of delivering goods differ by more than 10% from those taken into account in the TEP, it is necessary in Chapter 9 to determine additional costs for transporting materials and products to the work site. Similarly, additional costs for the delivery of goods must be taken into account in cases where a temporary transshipment base is created for transshipment of materials from one type of transport to another, but this transport scheme was not taken into account in the unified transport scheme /2/.

The General Guidelines for the Application of TEP provide the cost of electricity taken into account when determining the estimated prices for the operation of construction machines (TCC em). In cases where electricity is obtained from mobile power plants, Chapter 9 takes into account the difference in the cost of electricity. This difference is determined based on the standard electricity consumption per 1 million rubles. construction and installation work in this branch of construction ( N e ):

In addition, the work and costs included in Chapters 1, 8, and 9 of the SSR can constitute a significant proportion of the total estimated cost of construction and, as can be seen from the above works and costs, many of them are justified and included in the estimate documentation on the basis PIC data. In this regard, it is necessary to emphasize the special role of the PIC in the formation of the estimated cost of construction.
