The program for replacing the dilapidated housing stock in Moscow is aimed at resettling residents in new buildings with the subsequent elimination of obsolete facilities. The list of houses subject to demolition was compiled as part of the Active Citizen project and special centers for the provision of public services.

Houses for the first wave of resettlement will be built on 210 sites. The authorities of the capital Moscow continue to select vacant plots for new buildings, which will ensure simultaneous renovation in all administrative units.

In October of this year, 5 additional territories were included in the list, allotted for the construction of residential facilities in the SAO, SVAO. In November, a regular meeting of the renovation headquarters approved another 15 sites.

New places for construction appeared in the districts of Pechatniki, Pokrovskoye-Streshnevo, Ostankino. The rules for inclusion in the renovation program provided for taking into account the opinion of the owners and a separate calculation for each building. A positive answer was counted if the majority or all of the residents of the house voted for the renovation.

The approved renovation program guarantees an equal exchange of dilapidated five-story apartments for housing with improved conditions and layout. New monolithic and panel houses will be made in compliance with the architectural requirements of the construction.

The result of the search should be information that the vote was taken into account, as well as in favor of which of the positions it was cast.

The second stage of debriefing was to calculate the final opinion on the entire five-story building. The distribution of votes of "silent" citizens who abstained from voting is given special attention. Previously, it was assumed that such votes would be counted in favor of the renovation. However, it was subsequently decided that the abstentions would be distributed in proportion to the general opinion.

Only upon verification of the information received, it was possible to get access to voting on the Active Citizen portal. In the Moscow branches of the MFC, in order to express their position, it was necessary to provide the specialist with a passport, as well as documents for an apartment confirming the right of ownership or provision of housing under a social contract.

Not so long ago, news appeared on the net that the renovation program in the Russian capital had been extended, and the demolition of five-story buildings on the map of Moscow would continue in 2017-2018. The current project differs from the previous one, implemented in 1999, in that people can choose the objects that will be demolished.

Within a month, each owner of an apartment in Khrushchev included in the demolition program could vote “for” or “against” the destruction of a residential building on the Active Citizen website or at the MFC in their area. Addresses of five-story buildings for demolition

More than 5,000 low-rise residential buildings are involved in the renovation project. Their destruction is planned for 2016-2020. The houses of the demolished series are located on the territory of each Staromoskovsky and Novomoskovsky district:

The proposal to demolish the old five-story buildings in Moscow was submitted for consideration to the Moscow City Duma in February 2017, and already in April they presented a list of demolished housing by districts. After processing the votes, they compiled a list of 4062 houses that were included in the Program. Another 1082 houses were additionally included in it at the request of the residents themselves. The main condition for the nomination of the site was its proximity to the old housing, so that people would not have to change not only the area, but even the street of residence. Mapping was fraught with some difficulties. Free land was not found in all districts. Particularly problematic were the Levoberezhny and Donskoy districts, Lianozovo, Tsaritsino, Nagatinsky Zaton. The first list also did not include Ostankino, Pechatniki, the Pokrovskoye-Streshnevo district, where problems also arose with the allocation of land for development.

1.5 years have passed since the launch of the Program, and so far its participants are not sure that the project will be implemented before the end of 2020. Residents of Izmailovo also express dissatisfaction with the small number of sites. Two places have also been allocated there, although there is free land nearby that could be used in the project.

Terms and procedure for relocation

The residents of two dilapidated five-story buildings, located just 300 meters from the new building, were also relocated to it. What apartments will the participants of the program receive?

Quite stringent requirements are put forward for new houses:
