The program for replacing the dilapidated housing stock in Moscow is aimed at resettling residents in new buildings with the subsequent elimination of obsolete facilities. The list of houses subject to demolition was compiled as part of the Active Citizen project and special centers for the provision of public services.
Houses for the first wave of resettlement will be built on 210 sites. The authorities of the capital Moscow continue to select vacant plots for new buildings, which will ensure simultaneous renovation in all administrative units.
In October of this year, 5 additional territories were included in the list, allotted for the construction of residential facilities in the SAO, SVAO. In November, a regular meeting of the renovation headquarters approved another 15 sites.
New places for construction appeared in the districts of Pechatniki, Pokrovskoye-Streshnevo, Ostankino. On the this moment about 230 sites have already been selected, on which 3.4 million m² of housing will be built. This is enough to relocate almost 120,000 residents from 568 five-story Khrushchev buildings.
New buildings at the starting addresses will help implement the wave resettlement project. This process is preceded by the development of documentation for the construction of new facilities.
The rules for inclusion in the renovation program provided for taking into account the opinion of the owners and a separate calculation for each building. A positive answer was counted if the majority or all of the residents of the house voted for the renovation.
The approved renovation program guarantees an equal exchange of dilapidated five-story apartments for housing with improved conditions and layout. New monolithic and panel houses will be made in compliance with the architectural requirements of the construction.
In October, the authorities of the capital completely closed access to include houses for demolition under the renovation program. The formation of the list is completed, 5144 objects are included in the final list. This is more than 350 thousand apartments, in which about 1 million people live.

By the end of this year, the Moscow Committee for Architecture and Architecture will develop a 3D map of Moscow, through which you can get acquainted with virtual models of apartments presented as part of the housing renovation program.

The five-story houses that are subject to resettlement and demolition were determined by voting by the residents themselves, as well as on the basis of the opinion of technical experts. Voting for the inclusion of "Khrushchev" in the renovation program was held from May 15 to June 15, 2017. The voting results in the Active Citizen and the My Documents MFC were summed up in two stages. At the first stage, it was determined how each specific apartment voted. For those objects that have several owners, the final opinion was calculated based on the majority of votes. You can find out the results of the vote on the renovation using public portals. With their help, you can check whether your vote was taken into account. If a website called “Active Citizen” was used to express their position, or it was given through a personal visit to the MFC, then the voter received a personal code. It can be used to check whether your opinion has been processed. To do this, in a special form on the portal of the Mayor of Moscow, you must enter the received identifier. The result of the search should be information that the vote was taken into account, as well as in favor of which of the positions it was cast.
The second stage of debriefing was to calculate the final opinion on the entire five-story building. Now this is reflected in an interactive map that provides the answer to the question of how to find out the results of the renovation vote for a particular house. The general mechanism for counting votes in the house as a whole looked like this. If more than two thirds of the apartments in the building or 66.67% of total number voted for participation in the renovation, then this house was included in the list of those that will be liquidated in the next 15 years, and their residents will be relocated.
The distribution of votes of "silent" citizens who abstained from voting is given special attention. Previously, it was assumed that such votes would be counted in favor of the renovation. However, it was subsequently decided that the abstentions would be distributed in proportion to the general opinion.

Residents of five-story buildings could cast their vote through the Active Citizen application, the My Documents MFC, or at meetings of owners, the decisions of which took precedence over other ways of expressing the will of citizens. The Moscow City Hall has done everything possible to ensure that Muscovites have no doubts about the correctness of the calculations. It was in order to give the process maximum transparency that the identity verification procedure was introduced.
In those communication channels through which Muscovites expressed their opinion about the program, and where you can find out the results of voting on the renovation at the moment, it was necessary to indicate personal data confirming the right to take part in the survey. The requested information included:
- surname, name and patronymic of the voter, who is a resident of "Khrushchev"
- series and number of the passport
- SNILS insurance certificate number
- data on the personal account of the apartment, on which utility bills are charged
Only upon verification of the information received, it was possible to get access to voting on the Active Citizen portal. In the Moscow branches of the MFC, in order to express their position, it was necessary to provide the specialist with a passport, as well as documents for an apartment confirming the right of ownership or provision of housing under a social contract.
Not so long ago, news appeared on the net that the renovation program in the Russian capital had been extended, and the demolition of five-story buildings on the map of Moscow would continue in 2017-2018. The current project differs from the previous one, implemented in 1999, in that people can choose the objects that will be demolished.
Within a month, each owner of an apartment in Khrushchev included in the demolition program could vote “for” or “against” the destruction of a residential building on the Active Citizen website or at the MFC in their area. The opinion of the majority decided the fate, if the total number of residents who voted "for" was 67%, then housing was marked on the renovation map of Moscow as tolerable. The essence of the program and its implementation

Addresses of five-story buildings for demolition
More than 5,000 low-rise residential buildings are involved in the renovation project. Their destruction is planned for 2016-2020. The houses of the demolished series are located on the territory of each Staromoskovsky and Novomoskovsky district:
- SAO, SVAO and SZAO;

In 2017, in order to update the housing stock of the capital, a renovation program was launched in Moscow. At the same time, a preliminary map of the resettlement of Muscovites was drawn up, calculated until 2020. In total, about 8 thousand houses are supposed to be demolished under this project.
Renovation map
The proposal to demolish the old five-story buildings in Moscow was submitted for consideration to the Moscow City Duma in February 2017, and already in April they presented a list of demolished housing by districts. In May of the same year, a vote was held on it, in which residents of houses that fell into the Program could express their opinion for or against. After processing the votes, they compiled a list of 4062 houses that were included in the Program. Another 1082 houses were additionally included in it at the request of the residents themselves. The final official map of the renovation of Moscow by districts was published in October 2017.
In September of the same year, on behalf of the Mayor of Moscow, a map of 210 launch sites was also compiled. The main condition for the nomination of the site was its proximity to the old housing, so that people would not have to change not only the area, but even the street of residence. Since the launch of the Program, almost 200 more addresses have been added to this list.

Mapping was fraught with some difficulties. Free land was not found in all districts. Particularly problematic were the Levoberezhny and Donskoy districts, Lianozovo, Tsaritsino, Nagatinsky Zaton. The first list also did not include Ostankino, Pechatniki, the Pokrovskoye-Streshnevo district, where problems also arose with the allocation of land for development.
1.5 years have passed since the launch of the Program, and so far its participants are not sure that the project will be implemented before the end of 2020. If you look at the renovation map of Moscow, you can see another problematic area - Golyanovo, where only two launch sites have been allocated. Due to this critical situation, the district authorities are considering the possibility of offering housing to program participants in other areas, which is fundamentally inconsistent with the very idea of the project.
Residents of Izmailovo also express dissatisfaction with the small number of sites. Two places have also been allocated there, although there is free land nearby that could be used in the project.
Terms and procedure for relocation
The first lucky person who received documents for new apartment, became Yulia Belova. In February 2018, she moved into a house at 5th Parkovaya Street, 62b. The residents of two dilapidated five-story buildings, located just 300 meters from the new building, were also relocated to it. And yet, most of the participants in the Program are concerned about the timing of resettlement. According to Sergey Levkin, Head of the Department of Urban Planning Policy of the City of Moscow, every month they start building new houses for renovation, but due to the lack of free space, the final schedule and resettlement scheme will be ready only by December 31, 2019. First, it is necessary to approve all urban planning documentation that is required for the construction of new quarters.
Perhaps the resettlement will be delayed, so 1 billion rubles will be allocated from the capital's budget to maintain old houses. In this regard, renovation participants were exempted from payments for overhaul for the entire period of waiting for new housing.
What apartments will the participants of the program receive?
Quite stringent requirements are put forward for new houses:
- Use of modern, environmentally friendly materials. These will be monolithic houses or buildings made of new generation panels.
- Houses are built taking into account the convenience for people with disabilities.
- Balconies and loggias are glazed.
- Baskets are pre-installed for air conditioners.
- Improved sound insulation is used.
- The entrance to the residential part is located from the courtyard.
Thanks to the renovation, smart houses will also appear in the capital. They will be equipped with advanced resource metering devices, all readings from them will be automatically sent to the settlement centers. Elevators are equipped with interactive screens. Apartments will be rented fully prepared for housing. The government of the capital issued a Decree “On Approval of the Requirements for Improved Finishing of Equivalent Residential Premises Provided to Replace Residential Premises in Apartment Buildings Included in the Housing Renovation Program in the City of Moscow”, which stipulates all the nuances related to the repair and finishing of premises. Everything is provided in it: from the materials of windows and doors, to skirting boards and ventilation grilles.
