Today, the USE is the culmination of an entire eleven-year period of schooling. For the tenth year in a row, it has been mandatory for all high school graduates, but the rules for testing are constantly changing. Because of this, students and parents constantly have a lot of questions regarding the final certification. Many do not know whether the results of the exam will affect the grades in the certificate. Will the USE score affect the grades of the certificate at all?

The first confusion arises among schoolchildren due to the similarity of the final certification in the ninth grade and the final exam after the 11th grade. The formats of these exams today are quite similar, but there are fundamental differences.

In the first case, the assessment for the final assessment directly blames the final assessment in the certificate. It is calculated as the average value between the OGE score and the overall grade for work during the year. And earlier this affected only two compulsory subjects - Russian and mathematics, but since 2018 this rule applies to elective subjects.

In the second case, the situation is completely opposite. No matter how the Unified State Exam is written, the average grades for the tenth and eleventh grades will go into the certificate. But not everything is so simple. The USE still has its influence on the main school document. Firstly, having failed the exam, you may not get a certificate at all, and secondly, gold and silver medalists are required to confirm their grades in a single test. Such an amendment for potential medalists will begin to apply from 2019.

Threshold of points for obtaining a certificate

A certificate of secondary education is a confirmation that a person has mastered at least the basic school curriculum. He must confirm this knowledge at the exam in the main subjects.

Thus, the minimum acceptable test results for 2019 were set:

  • Russian language - 24;
  • specialized mathematics - 27 points;
  • basic math is triple.

Lagging students who fail to reach the required minimum will have 2 more attempts. With all three unsuccessful attempts to write at least somehow the mandatory USE, the potential graduate remains to study the school curriculum for another year. What should potential medalists prepare for?

Until this year, all graduates who had one "five" at the end of the 11th grade unambiguously received a certificate with honors, a gold medal and bonus points when entering a university.

In 2019, a law came into force that creates additional conditions for obtaining a distinctive certificate. Graduates need to confirm the level of their knowledge by scoring at least 70 points on the exam in the main subjects.

If everything is unambiguous with the Russian language, then with mathematics it is not so. On the basic exam, it is quite easy to get an "A", but for those who pass the profile exam in mathematics, problems may arise. This version of the test is quite difficult, with an average score of 51 points. Therefore, only time will tell what percentage of potential medalists will be able to prove their right to a certificate with honors.

Basic or required State exam- This is a form of state certification for ninth graders. Schoolchildren take four subjects: two compulsory - Russian language and mathematics, and two optional.

Why is the OGE so important?

When compiling the topics of the final essay, certain requirements are met. Topics for the final essay should:

  • correspond to the open areas of the topics of the final essay;
  • correspond to the oversubject nature of the final essay (do not aim at the literary analysis of a particular work);
  • correspond to the literary-centric nature of the final essay (to enable a wide choice of literary material on which the graduate will rely in his reasoning);

In accordance with paragraph 44 of the Procedure for admission to study in educational programs of higher education - bachelor's programs, specialist's programs, master's programs, approved by order of the Ministry of Education and Science of Russia dated October 14, 2015 No. 1147, upon admission to study in bachelor's programs, specialist's programs, the university can award points for individual achievement, including for the grade given by the university based on the results of checking the final essay, which is a condition for admission to the GIA. When applying for training, an applicant can be awarded no more than 10 points in total for individual achievements. The list of individual achievements taken into account in admission to study if the amount of competitive points is equal, as well as individual achievements taken into account when admitted to study in master's programs, is established by the university independently. The list of individual achievements taken into account and the procedure for their accounting are established by the university in accordance with paragraphs 43 - 46 of the Procedure and are indicated in the admission rules approved by the university independently.

  1. Does a graduate of previous years without a 11th grade certificate need to submit a final essay for admission to the Unified State Exam-2017?

The final essay (statement) as a condition for admission to the GIA for educational programs of secondary general education is mandatory for graduates of the current year. Persons admitted to the GIA in previous years, but who did not pass the GIA or received unsatisfactory results at the GIA in more than one compulsory academic subject, or who repeatedly received an unsatisfactory result in one of these subjects at the GIA in an additional time frame, participate in the final essay at will, to use its results when entering a university. Registration of these persons for participation at their request in the final essay is carried out in educational organizations in which they are restored for the period necessary to pass the GIA. When submitting an application, such persons present a certificate of training according to the model independently established by the organization carrying out educational activities.

  1. What else does the result of the final essay affect, besides admitting graduates to the Unified State Examination?

The results of the final essay (statement) can be taken into account as an individual achievement when enrolling applicants at the discretion of the university. The procedure for accounting for the results obtained by the applicant for the final essay is indicated in the admission rules. In the case of taking into account the results of the essay, the applicant can additionally add up to 10 points to the available USE scores.

  1. Is it true that if 11th graders do not write an essay in December, there will be no more retakes? How about the national schools in the regions? Students who have received an unsatisfactory result (“failure”) on the final essay (statement) can be re-admitted to participate in the final essay (statement), but no more than 2 times and only within the time limits established by the schedule for the final essay (statement) - on the first Wednesday of February and the first working Wednesday of May.

According to clause 31 of the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated November 7, 2018 No. 190/1512, regional education authorities determine the procedure for conducting, as well as the procedure for checking the final essay (statement) in the subject of the Russian Federation. Filing an appeal about disagreement with the results of the final essay (statement) is not provided for by the Procedure.
At the same time, in accordance with the Recommendations on the organization and conduct of the final essay (statement) for the executive authorities of the constituent entities of the Russian Federation, carrying out public administration in the field of education (letter of Rosobrnadzor dated September 24, 2019 No. 10-888), in order to prevent a conflict of interest and ensure an objective assessment of the final essay (statement), students upon receipt of a repeated unsatisfactory result (“failure”) are given the right to submit a written application to check their work by a commission of another educational organization or a commission formed in places determined by the regional education authority. The procedure for submitting such an application and the organization of the re-examination is determined by the regional education authorities.

There is no list of literary works recommended for use in preparing for writing the final essay. The participant of the final essay needs to formulate his position within the framework of the stated topic, prove it, reinforcing the arguments with examples from literary material. You can involve works of art, diaries, memoirs, journalism, oral folk art(with the exception of small genres), other sources of domestic or world literature. Relying on one text is enough (the number of involved texts is not as important as the depth of disclosure of the topic based on literary material).

In accordance with paragraph 19 of the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated November 7, 2018 No. 190/1512, the final essay (statement) is held for students of XI (XII) classes, external students in the first Wednesday of December of the last year of study on topics (texts) formed by time zones by Rosobrnadzor.

    In the future, after receiving a certificate of secondary general education, the participant can participate in the USE in mathematics at the profile level as a graduate of previous years in accordance with clause 13 of the Procedure.
    If in September the participant failed to pass the USE in mathematics at the basic level, he can be reinstated as an external student in an educational organization for the period necessary to pass the GIA and choose to pass the USE in mathematics at the profile level.

    In accordance with paragraph 8 of the Procedure for conducting the state final certification for educational programs of secondary general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated 07.11.2018 No. 190/1512, the GIA is conducted in the Russian language and mathematics (compulsory subjects).
    Clause 11 of the Procedure determines that the subjects chosen by the GIA participants, the level of the Unified State Examination in mathematics (basic or profile) are indicated by them in their applications. Thus, a GIA participant has the right to choose only one level of the USE in mathematics; it is not planned to separate the exam in mathematics as a compulsory subject and an optional subject.

    1. Can students (graduates) in organizations of secondary vocational education take part in the USE-2020?

    In accordance with paragraph 5 of the Procedure for conducting the state final certification for educational programs of secondary general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated 07.11.2018 No. 190/1512, students in educational programs of secondary vocational education who do not have secondary general education (student of secondary vocational education) , has the right to pass the GIA, which completes the development educational programs secondary general education.
    Students of secondary vocational education, persons who have a document of education confirming the receipt of secondary vocational education, participate in the Unified State Examination in the following subjects: Russian language, mathematics of a profile level, literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, German, French, Spanish and Chinese), informatics and information and communication technologies (ICT) - at their choice for the provision of USE results for admission to undergraduate and specialist programs.
    Clauses 14 and 16 of the Procedure determine that applications for participation in the USE are submitted before February 1, inclusive, indicating the selected subjects and the terms for participating in the USE at the places of registration for passing the USE, determined by the regional education authorities.
    Students of secondary vocational education, when submitting an application, present a certificate from the educational institutions in which they are studying, confirming the development of educational programs of secondary general education or the completion of mastering educational programs of secondary general education in the current academic year.
    Graduates of previous years, when applying, present the original documents on education or certified copies of documents on education.

    1. Is the USE expected to be held in 2020 before the main exam dates? If yes, who is eligible to participate in early exams?

    Clause 44 of the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education of Russia and Rosobrnadzor dated November 7, 2018 No. 190/1512, exams are held in early, basic and additional periods. In each of the periods of examinations, reserve periods are provided.
    Paragraphs 46 and 47 of the Procedure determine that for students, external students, students of secondary vocational education who do not have secondary general education, as well as students receiving secondary general education in foreign educational organizations, exams at their request can be held in advance, but not earlier than March 1 , in the forms established by the Procedure.
    For past graduates years of USE is held in the early period, but not earlier than March 1, and (or) in the reserve terms of the main period of the USE.
    Participation in the exam of graduates of previous years at other dates for the exam is allowed only if they have good reasons (illness or other circumstances), documented, and the relevant decision of the state examination commission.

    To participate in the Unified State Examination in 2020, it is necessary to submit an application to the places of registration for passing the Unified State Examination, which indicates the selected subjects, by February 1 inclusive.
    The application is submitted by graduates of previous years personally on the basis of identity documents, or by authorized persons on the basis of identity documents and a power of attorney.     The basis for organizing an exam at home, in a medical organization is the conclusion of a medical organization and the recommendations of the psychological-medical-pedagogical commission (PMPC).
    For examination participants with disabilities (upon presentation of a copy of the recommendation of the PMPK), for examination participants - disabled children and disabled people (upon presentation of a certificate confirming the fact of a disability, issued by a federal state institution of medical and social expertise (certificate confirming disability) regional education authorities (as well as founders and foreign institutions) ensure the creation of the following conditions for the exam:
    conducting the state final exam (GVE) in all academic subjects orally at will;

My daughter received an annual 4 in the 10th grade, in the 11th grade in the first quarter there were 2 fours in other subjects, in the certificate, as final - all fives (in accordance with the definition of arithmetic mean marks for 2 years), but it is not written "with honors". Now they have received the Moscow medal in accordance with the Decree of the Government of Moscow dated February 25, 2014 N 74-PP “On the medal “For Special Achievements and Education” (but, again, I repeat that the certificate does NOT say “WITH HONORS” ...). It’s important for us to get additional points for individual achievements, but I can’t understand what kind of certificate we should have been given and will our daughter receive additional points this year simply for the Moscow medal without the inscription “with honors” and with a blue “crust” in the certificate?
