Hello, dear Muscovites, neighbors, friends!

This post about the upcoming elections will be the shortest in my entire history of writing articles. And why pour water when you can write only the essence, without any preface?

On September 10, 2017, municipal elections will be held for all district Councils of Deputies (except for the Shchukino district). Polling stations will be open from 08:00 to 20:00.

  • Moscow City Day, which was SPECIALLY rescheduled from September 2-3 to September 9-10;
  • Almost zero awareness of where you can vote (until now, there are almost no information announcements anywhere about where the polling station is located and that SUCH ELECTIONS exist at all);
  • Bad (cold and rainy weather). This is important factor, which can cut the turnout of residents to a minimum.

Under such conditions, no opposition candidates will be able to win this election. Support for the party in power rests on discipline - they will come. What about good people who are planning to go to their country house/stay at home/dance at a concert, etc., then the protest voter may not reach the polling station.

How can you help raise awareness and turnout in municipal elections?

  • Repost this post;
  • Tell your family/neighbors/friends/acquaintances/colleagues/your wife/girlfriend/boyfriend/husband/boss, etc. personally.
  • To come to the polls and vote YOURSELF is a personal example that no one has ever canceled and will not cancel.

That's the whole secret. I ask EVERYONE OF YOU: do not close your eyes to the elections, do not turn away from your district. Someday, a local activist to whom you vote in the elections will be able to help not only you, but also the district as a whole, taking a principled position of local residents on problematic issues - paid parking, infill development, landfill, landscaping, etc.

Whoever scores 5 wins best results. In our 1st constituency, 20 candidates were registered. Of these, only 5 will pass. Who should pass is up to us to decide. Definitely, it's time to update our Council of Deputies - we need new ideas and vectors for the development of the district.

The final turnout for the municipal elections on September 10, 2017 in Moscow was 14.8 percent. This was announced by the chairman of the Moscow City Electoral Committee Valentin Gorbunov.
He recalled that for the first time municipal elections in the capital were held separately from other elections at the federal or city level.

Moscow Mayor Sergei Sobyanin voted in the municipal elections in the capital and invited city residents to come to the polls.
Sobyanin, who voted at PEC 90 in the Presnensky district, noted that municipalities - "a very important body that controls the work of management companies, district governments, clinics, schools", and also participates in the improvement of areas.
According to the mayor of Moscow, the quality of people's lives largely depends on how local self-government bodies are formed.

Municipal elections in Moscow will be held on September 10, the Single Voting Day. Polling stations will open at 8:00 am and close at 20:00 pm.

This year is expected to be the highest level of competition in five years. According to the Russian Central Election Commission, 8,329 candidates were nominated for 1,502 mandates to be filled in the municipal elections in Moscow, of which 7,591 candidates were successfully registered and received the right to participate in the elections. This is more than 91 percent of the number of nominated candidates.

Where can I find candidates?


In order to get acquainted with the list of candidates for municipal elections, you need to go to the official website of the CEC of Russia (www.cikrf.ru), and then select the section "Information on elections and referenda". In the corresponding columns of the section, you must select your locality. After that, the page will show full list district candidates.

Upon reaching the age of 18, every citizen of the Russian Federation gets the opportunity to participate in elections as a voter (this is called active suffrage).

What documents are needed to participate in elections?


Passport of a citizen of the Russian Federation or (during the period of replacement of a passport) a temporary identity card).

What should I do if I can't submit the documents myself?


If, for health reasons, a person cannot apply on their own, you can:

Apply to the TEC or PEC in writing or orally (by phone). Then an employee of the election commission no later than 5 days before the vote will visit you at home and register the application.

How to write an application?


The CEC approved the application form. The election commissions should issue a ready-made form, and when submitting an application through the State Services portal, it will be generated automatically.

The application must indicate: full name, date of birth, address at the place of registration, series and number of the passport, date and time of filing the application and the number of the polling station where it will be convenient for you to vote. What then?


The application must be registered in the Journal of Registration of Applications for Voting at the Location.

Upon acceptance of the application, you are given a tear-off slip in your hands, which indicates the full name of the employee of the election commission, the full name of the voter and information about his location on voting day, including the number of the polling station. All this is secured by the seal of the relevant commission. It is this document that you will need to take with you along with your passport on election day to the polling station.

This autumn, elections of municipal deputies will be held in almost all districts of Moscow. You, most likely, have never heard and do not know anything about the activities of district deputies. But this does not mean at all that it makes no sense to come to the polling stations on September 10 and choose 12 worthy deputies (namely, that many people are part of our deputy council).

The main problem of the current municipal deputies in many districts of Moscow is the lack of desire and reason to do anything in the interests of residents. This is a direct consequence of the fact that the majority of the members of the council went to the deputies not of their own free will, but at the direction of representatives of the executive branch.

For five years now, the main occupation of the deputy council of the Akademichesky district has been to approve and coordinate decisions of the council, prefecture or city authorities. That is why landscaping is becoming
an unexpected and not always pleasant surprise for residents, and its integral part is the senseless and merciless replacement of asphalt and curbstones, which, as a rule, do not need to be replaced.

Otherwise, our deputies lead a secretive life, rarely appear in public and are not at all eager to see the residents of the district at their meetings. However, one can talk about what the current deputies do not do as one would like, for quite a long time. Let's talk better about what can be changed by choosing
to the new composition of the municipal assembly of independent candidates who have their own views and are well aware of the problems of the region.

Informing and openness

You can easily find the contacts of your deputy in the public domain, contact him, get an appointment with him and ask questions of interest. You will always be aware of the events taking place in the council and will be able to attend meetings or watch them live.

At the end of each year, the council of deputies agrees on the improvement of the area for the next year. Good deputies will not vote without objection for the first plan proposed by the council, but first inform the inhabitants about it, find out their opinion and make amendments to the plan. Also, independent deputies will be able to submit and approve al-
ternative improvement plans, the implementation of which will make it possible to turn courtyards into comfortable public spaces.

Porch repair and overhaul

Everything that has been said about landscaping also applies to the repair of entrances and overhaul houses. Municipal deputies also have the right to coordinate the work and accept them after completion and subject to
vii elimination by the contractor of all identified comments. Naturally, these processes should take place in close contact with the residents of the house being renovated.

Independent deputies will attend important public hearings for the district regarding construction plans, land surveying and other projects. At the same time, the unanimous speech of the council of deputies against the project that violates laws and the rights of residents can become a weighty argument in favor of its cancellation or revision. Alas, the deputies of the current
convocation almost never supported the residents at the hearings.

Five-story buildings

The majority of independent deputies in the local council may also play an important role in the history of the demolition of five-story buildings, which will somehow affect a significant number of residents of the area. The Free Council will be able to send appeals to the mayor's office and other instances and will be ready to defend the interests of rallied people who do not agree with the actions of the city authorities, and not indifferently watch what is happening.

This list is by no means complete - for all the limited powers of local self-government in Moscow, active deputies can bring great benefits to the district. By coming to the polling station on September 10 and voting for independent candidates, and not for people obedient to the district council, you will definitely not lose anything. The new council of deputies will not be worse than the current one (simply because there is almost nowhere worse), but it can very well become better.

How to identify an independent candidate, you ask. It's pretty simple. Before election day, he will personally come to your yard and personally ring your doorbell. He will tell about himself and the allied candidates, and also be sure to leave his contact details. He will ask you to help tell friends and neighbors about the elections - the only way he can count on success. And you know, when the choice is between such a person and a state employee running for the next deputy term, about whom you will not hear anything for the next five years, it seems obvious.
