By order of the head of the school (if the school is a separate military unit) or the commander of the military unit on the basis of which the school was created, for the consideration of documents received from military units for candidates and their compliance with the requirements of this Instruction, as well as for the distribution of arriving candidates among educational units, a commission chaired by the deputy commander of the military unit for personnel and educational work.

14. Candidates who do not appear at school without good reason at the appointed time are sent to the former place of military service.

15. In cases of non-compliance of candidates with the requirements of paragraph 2 of this Instruction, a gross violation of military discipline by candidates, they are sent to their former place of military service.

16.
